The European Commission published today a proposal on a European Framework for Quality and Effective Apprenticeships.
The proposal recognises the role of apprenticeships in creating more inclusive and futureproof labour markets. It identifies several principles for effective and quality apprenticeships, among these a focus on a written contract, learning outcomes, pay and/or compensation, involvement of social partners, flexible pathways and mobility as well as transparency.
The Quality Framework explicitly recognises the role of the employment industry in increasing transparency and access to apprenticeships. This clear recognition of the role of the employment industry is welcomed by the World Employment Confederation-Europe.
In several European countries, the employment industry is indeed involved in offering dual learning and apprenticeships, providing work and career paths particularly for young people.
