As European companies continue to face growing skills and labour shortages, both intra-EU talent mobility and the ability to attract international talent are becoming increasingly important for keeping competitiveness and meeting labour market demands. The Skills Portability Initiative is therefore essential to ease the recognition of qualifications and skills across borders, enabling workers to seize opportunities throughout Europe and beyond.
WEC-Europe welcomes the Skills Portability Initiative, the proposed revision of the Professional Qualifications Directive, and the initiative to improve the recognition of third-country qualifications. Later this week, WEC will publish its report, Borderless Talent, which highlights the positive role of the private employment services industry in supporting international talent mobility, promoting quality standards and compliance, and developing innovative solutions to address workforce shortages through global talent mobility.
We also welcome the proposed reform of the European Labour Authority, particularly its focus on including third-country nationals within its scope. In addition to ELA’s significant role in compliance and enforcement, access to reliable information for mobile workers and businesses operating within the EU Single Market stays critical. WEC-Europe calls for a stronger role for ELA in providing practical labour mobility information tools and in supporting Member States in improving national websites on the posting of workers.
Fair labour mobility can only be achieved when it is accompanied by adequate social protection. In this context, the proposed European Social Security Pass represents an important new instrument to simplify and modernize information on social security rights for mobile workers across Europe.
WEC-Europe looks forward to working closely with the European Parliament and the Council of the European Union on the legislative and policy initiatives contained in the Fair Labour Mobility Package.
